The countdown to the Ted Cruz Birther Summit/National Conservation in Washington, DC has begun. In less than forty-eight hours GOP presidential candidate and constitutional scholar Andy Martin will convene a discussion on whether Ted Cruz is constitutionally eligible to serve as president of the United States. “I am relieved we were not scheduled for last weekend,” Andy says. “We’ve invited Ted to participate or send a representative and our proceedings in Washington, DC are being closely watched by caucus participants in Iowa. I am not a supporter of Senator Cruz but on issues of constitutional eligibility I will be strictly neutral and impartial. We will be meeting two blocks from the White House at the Capital Hilton.”

(New York) (January 27, 2016)  Republican presidential candidate and constitutional scholar/litigator Andy Martin is preparing to convene his Ted Cruz Birther Summit/National Conversation in Washington, DC. “We are forty-eight hours away from the start of the meeting,” Andy says. “The meaning of the term ‘Natural Born Citizen’ has triggered a great national conversation. We are all ‘Birthers’ now.

“The term ‘Birther’ was originally intended by the media to carry a pejorative connotation as they sought to insulate then presidential candidate Barack Obama from questions about his family history. But I accept the word ‘Birther’ as shorthand for an expression of concern for constitutional presidential eligibility in general. I had absolutely no idea when I began researching Barack Obama’s background twelve years ago that more than a decade later I would be revisiting the same issues for a Republican presidential candidate.

“The Ted Cruz Birther Summit/National Conversation will explore the constitutional issues of Cruz’ presidential eligibility in some detail. We have invited noted scholars to participate in the Summit but we can’t predict what attendance will be due to weather, etc. Senator Cruz has been invited to cooperate and send someone on his behalf if he wishes to do so.

“Ironically, many in the liberal media support Cruz’s point of view that he is eligible. The liberal media take a ‘liberal’ view of constitutional interpretation. Conservatives within Cruz’ own base, on the other hand, manifest the most concern about whether Cruz satisfies the constitutional mandate of being a Natural Born Citizen. Polls have shown that more than a third of Republicans have some question as to Cruz’ eligibility.

“While I previously raised and addressed almost all of the issues in the context of Barack Hussein Obama’s candidacy, see link [1] below, and expressed my expert opinions at that time, I am taking a fresh look at the Natural Born Citizen question. Other law professors have also expressed their views, see group link [2] below.

“In order to permit opportunities for the broadest possible participation and discussion we are going to conduct an evening session on Friday the 29th, an afternoon session on Saturday the 30th and a morning session on Sunday the 31st. I have reserved a suite at the Capital Hilton so we will be holding our meeting in the shadow of the White House two blocks away. Maybe President Obama will stroll over and give us his views.

“People who have read my work on Obama over the past twelve years know that when I don my candidate’s ‘hat’ I express my own partisan views. But when, as in the Summit/National Conservation, I undertake to conduct a scholarly discussion, I try to be scrupulously fair and impartial. I can’t predict what the weather will be or what the turnout will be, but I am prepared for a spirited discussion.

“Iowa caucus attendees will be paying close attention to our proceedings. Within hours after we disperse, on Monday they will be called on to express their presidential preferences. In a close Iowa race, our discussions and reporting from Washington could make a decisive difference.”
