Republican Presidential Candidate Andy Martin will hold a Chicago news conference today, Tuesday, September 6th to urge the Illinois Republican Party to reject proposed rules changes which would continue Illinois’ history of making it difficult and very expensive for presidential candidates to receive national convention delegates. Martin says Illinois Republican leaders, meeting in Bolingbroke later Tuesday, should accept the RNC’s ‘default’ criteria, which are “no minimums”

Martin asks Illinois Republican Party leaders, meeting in Bolingbroke later today, to amend their proposed rules to open the process further with “no minimum” requirements for delegates



Andy Martin suggests Chicago Mayor Rahm Emanuel and the Illinois hospitality industry should strongly support Andy's proposals even though Emanuel is a Democrat; Martin says his plan would bring a minimum of $50 million to Illinois in media spending and hospitality services



(CHICAGO) (September 6, 2011) Corruption-fighting Independent Republican Presidential Candidate Andy Martin will hold a Chicago news conference today, Tuesday, September 6th to provide his input concerning a meeting in Bolingbroke later Tuesday at which the Illinois Republican Party is to decide how to elect 2012 national convention delegates.



Martin is the only Republican presidential candidate who votes in Chicago.



“I am hoping to attend the Bolingbroke meeting Tuesday afternoon in person, but given weather predictions I may be delayed flying home,” Andy says. “I will, however, hold a Chicago news conference to outline my recommendations to Illinois Republican leaders.



“First, I was not planning to contest the 2012 Illinois presidential primary because Illinois has among the most expensive ballot access rules in the nation. It costs a fortune to get on the ballot for statewide office, and when you add the cost of seeking delegates in 19 congressional districts the ‘price’ of the primary is astronomical in comparison with other states. That is why no one takes the Illinois presidential primary seriously.



“Illinois Republicans are finally realizing an expensive primary process costs the state tens of millions of dollars which flow to competitive primary states. New Hampshire, a tiny state compared to Illinois, reaps millions of dollars in campaign spending for media advertising and hospitality services because of the state’s ‘First Primary’ and the fact that ballot access is inexpensive, costing just $1,000.



“The Republican National Committee has now mandated changes for the selection of 2012 national convention delegates. Unfortunately, the proposed Illinois process is still much too expensive to draw candidates into an exciting primary in Illinois. Remember that there are a number of primaries across the country; candidates will gravitate to states that offer the best economic value and the best opportunities to share a slice of the delegate pie.



“I sincerely hope Illinois Republican leaders will listen to my suggestions, since my plan would bring tens of millions of dollars to the state in the form of media advertising and other primary campaign expenditures (hotels, food, etc.).



“First, Illinois Republicans propose to accept ‘RNC Alternative #2’ as the Illinois delegate selection procedure. They want to adopt the most restrictive approach; that will still suppress primary participation. I urge Illinois leaders to accept the RNC’s ‘default’ position which is to allocate all Illinois delegates on a proportional basis based solely on the statewide vote.



“The RNC made the ‘statewide’ vote proposal the ‘default’ for an obvious reason: it is the simplest and it will create the most vigorously contested primary.



“Second, Illinois Republicans propose a high ‘minimum’ vote for candidates to receive any delegates. Under the original plan, you had to get 20% of the vote to get any delegates (which meant, conversely, that someone cold claim 100% of Illinois’ delegates with 21% of the vote if no one else reached 20%). The current plan is to set a 10% threshold as the minimum vote required to receive any delegates. But the RNC does not require any minimum vote to get delegates. Why seek to suppress participation by requiring high ‘minimums?’



“I recommend the Illinois Republican Party eliminate the minimum requirement to receive delegates, or reduce the minimum to 5%, so that candidates will be encouraged to participate knowing they can receive delegates without receiving a minimum number of primary votes or receiving a small number. Five percent minimum would mean a candidate received at last 3 delegates. That would draw candidates to Illinois like flies to honey.



“Finally, although the proposed change states candidates will choose their own delegates, which is obviously an important First Amendment right of candidates, the proposed rule is silent on what ‘candidate’ means. Does it mean local activists? The rule should state clearly that the selection of delegates should be made under the candidate’s signature, so that the national campaign picks delegates.



“If the Illinois Republican Party adopts my proposals I think we will see a minimum of $50 million in primary-related spending coming to Illinois.



“Are you listening Mayor Emanuel?



“Fifty million dollars would be a shot in the arm to Illinois ‘tourism’ during the slow winter period. The hospitality industry statewide should also be behind my proposal.



“If we are serious about helping Illinois media and the Illinois hospitality industry with a ‘mega’ primary, minimum or no requirements for delegate allocation is the key that will trigger the big spending. The harder Republicans make it to receive delegates the less money will be spent. A free and open primary with no minimum will trigger a statewide spending spree; isn’t that what we are trying to do?



“Let’s do it. It’s a ‘no-brainer.’ Illinois and Chicago need the economic boost an open primary would deliver.”
